Trending video of police officer confronting a man who appears to be mentally unstable

A video of a police officer confronting a man who appears to be mentally unstable has made the rounds on social media. 

A motorist spotted both men having an exchange in Owerri, Imo state recently, filmed them and released the video online. It is not certain what led to the confrontation.
