Saudi Arabia’s Ministry of Human Resources and Social Development has published an official description of the financial requirements employers must satisfy when recruiting foreign workers, providing clarity to both job seekers and employers before any employment agreement.

The article, supplied through the federal government, defined Article 40 of the country’s labor framework and listed the precise expenditures borne by the business rather than the employee.

Cost attachment for foreign workers in Saudi Arabia

Employers who hire non-Saudi workers must pay for recruitment fees, residency permit expenses, work permits and renewals, fines resulting from the employer’s own acts, profession change fees, and exit and re-entry visa fees, according to official instructions.

Critically, the business must also cover the worker’s return ticket to their own nation once their contract finishes.

The requirement extends further in circumstances where a worker’s services are transferred to another employer; the fees associated with the transfer are borne by the hiring party rather than the individual.

In the case of deceased employees, the employer is required to bear the costs of preparing and transporting the body back to the location specified in the employment contract.

This exemption is only applicable if the worker’s relatives agree to a burial in the Kingdom or if the General Organization for Social Insurance steps in to cover the costs.

When a foreign worker pays, the guideline describes the circumstances in which financial responsibility shifts to the employee.

If a worker is proven unsuited for the job or chooses to return home without a valid reason, the expense of the return journey is their responsibility.

The publication is especially relevant for Nigerians and other Africans looking for work in Saudi Arabia, where labor demand in industries such as domestic work, construction, and healthcare has remained strong.
