NCAA to sanction airlines not notifying passengers of their destination’s travel restrictions

The Nigeria Civil Aviation Authority (NCAA) has issued a stern warning to airlines operating in the country, stating that it will no longer tolerate the practice of selling tickets to passengers only to deport them midway due to visa or travel restrictions.

In a statement on Wednesday, April 2, signed by Michael Achimugu, Director of Consumer Protection and Public Affairs at NCAA, the agency expressed concern over the growing number of complaints from affected passengers.

“The Nigeria Civil Aviation Authority (NCAA) has received several complaints about airlines selling tickets to passengers, only to airlift them halfway to their destinations and deport them back to Nigeria,” the statement read.

“These actions, which involve the refusal of boarding/entry at intermediate/transit stops to some Nigerians due to visa/travel restrictions, are causing significant distress to passengers and tarnishing the reputation of the aviation industry in Nigeria.”

The NCAA emphasized that airlines must take full responsibility for informing passengers about any potential barriers to entry at their destinations before allowing them to travel.

“Passengers should not be put in a position where they are denied entry or returned to Nigeria only on arrival at intermediate/transit stops,” the agency stated.

Citing the Nigeria Civil Aviation Regulations 2023 Part 19.21.1.1, the NCAA reiterated that airlines and their agents must ensure passengers are aware of any admissibility issues before departure.

“Airlines must take appropriate measures to screen and provide passengers with accurate, up-to-date information regarding their travel documents and visa requirements before issuing a ticket and proceeding to board them,” it added.

The agency further warned that effective immediately, any airline found violating these regulations will face regulatory actions, which may include fines, suspension of operations, or other penalties deemed appropriate.

The NCAA called on all airlines to uphold professionalism and integrity in the aviation sector, ensuring Nigerian travelers are treated with the respect and consideration they deserve.
